Scale AI alternatives for data annotation compared: DataVLab, Labelbox, SuperAnnotate, iMerit, Surge AI, Appen and more, with a table and a shortlist method.

Scale AI is the best-known name in data annotation, and many AI teams compare it with other providers on data residency, pricing model and project size. This guide covers the main alternatives by model: managed expert-validated services, platforms, LLM data specialists and crowds, with a table and a shortlist method.

Topics
Keypoints
  • Buyers usually compare Scale AI alternatives on data residency, pricing model, project size and vendor policies rather than on brand.
  • Alternatives fall into four models: managed expert-validated services, platforms with optional workforce, LLM data specialists and crowd marketplaces.
  • Amazon Mechanical Turk closed on 30 September 2026, and SageMaker Ground Truth no longer accepts new customers.
  • Shortlist by data residency, measured quality on a shared pilot, and platform-versus-service, not by vendor size.

Scale AI is the best-known name in data annotation, and for many AI teams it is the first vendor they consider. In June 2025 Meta made a strategic investment in the company, reported at $14.3 billion for a 49% stake, and founder Alexandr Wang joined Meta. Buyers who need EU-based handling of sensitive data, a published pricing model, a project sized below a large enterprise programme, or a vendor with no shareholder link to an AI developer often compare several providers before deciding.

This guide compares the main Scale AI alternatives by what they are actually good at, so you can shortlist two or three rather than ten. It covers managed annotation services, platform-first vendors and crowd models, and it is written for teams buying labelled data for computer vision, documents, LLM training and evaluation.

Vendor information in this article comes from public sources (company announcements, filings and documentation) and reflects what was published at the time of writing. Offers change; check with each vendor before deciding. Product and company names are trademarks of their respective owners, which have not reviewed or endorsed this article. DataVLab is one of the options described.

What Scale AI does well, and what pushes teams to look elsewhere

Scale built its reputation on autonomous-vehicle annotation and then on LLM data (RLHF, evaluation, red-teaming) for large AI labs, with a very large contributor network and its own tooling, and it also works with public-sector customers. For very large programmes, that combination is hard to match.

Questions buyers typically weigh when comparing:

  • Pricing model. Scale does not publish a price list; pricing is quoted per programme. Smaller projects may prefer a vendor with a defined pilot and per-item or per-project pricing.
  • Shareholder structure. Some buyers have internal policies on vendors with shareholder links to AI developers; check yours before shortlisting.
  • Data residency. Teams under GDPR, HIPAA or the EU AI Act often need EU-based annotators and a processor that can sign a data processing agreement on their terms.
  • Fit for smaller or specialist projects. A 20,000-image medical dataset or a 5,000-document legal corpus is not what a large-lab-focused vendor is organised around.
  • Quality visibility. Many buyers want per-class agreement and IoU reported with the files, not a global accuracy claim.

The alternatives, by what they are built for

Managed annotation services with expert validation

DataVLab (Europe). Managed data annotation services for regulated industries, with custom annotation tooling, expert human validation on every batch and EU-only teams on request. ISO/IEC 27001 certified. Best for medical, industrial, mobility, document and agricultural datasets where quality is audited and data cannot leave Europe. Not a self-serve platform; every project starts with a guideline and a paid pilot.

iMerit. A large managed-service provider with long experience in computer vision, medical and geospatial annotation and a sizeable in-house workforce. Often shortlisted for high-volume programmes that need a mature delivery organisation.

Cogito Tech. Managed annotation with a long track record in NLP, content moderation and conversational AI data, alongside computer vision. Often considered for text-heavy and multilingual programmes.

Label Your Data. A managed annotation company with a broad service list across image, video, text and audio and a free-pilot entry point. A reasonable shortlist candidate for general computer-vision work.

Platform-first vendors (bring or buy the workforce)

Labelbox. The most direct platform alternative to Scale: data engine, model-assisted labelling and an expert network (Alignerr) sold as a service. Pricing is usage-based (Labelbox Units); the documentation describes a free tier, and paid plans are quoted by sales. Best for teams with in-house ML ops who want to own the tooling and add managed labour when needed.

SuperAnnotate. A highly configurable annotation platform with a marketplace of vetted labelling teams. Best for teams that need custom interfaces for unusual data types and want to pick their own workforce.

Encord, V7 and Kili Technology. Platforms with strong medical imaging (Encord, V7) or document and NLP (Kili) tooling, typically working with workforce partners for labelling capacity. Kili is Paris-based, which matters for some European buyers.

Snorkel AI. Programmatic labelling: labelling functions and weak supervision, best known for text classification at scale and suited to teams with data-science capacity. It is usually combined with, rather than substituted for, human annotation on tasks such as segmentation or specialist review.

LLM data specialists

Surge AI and Mercor are frequently named alongside Scale for RLHF, evaluation and expert-written data for frontier labs. If your need is model evaluation or preference data rather than computer vision, they belong on the list. DataVLab also provides LLM evaluation and GenAI annotation with domain experts, at a scale suited to enterprise rather than frontier-lab programmes.

Crowd and marketplace models

Appen is one of the largest crowd-based providers, with a self-reported contributor base of more than a million and reported revenue growth in 2026. Toloka and Clickworker offer crowd marketplaces for simpler tasks. Amazon Mechanical Turk is no longer an option: Amazon closed it to new requesters on 30 July 2026 and shut it down on 30 September 2026. Crowd models suit high-volume, low-ambiguity tasks; specialist labels such as medical, legal or safety-critical data usually call for trained annotators and reviewers.

How to choose between them

Start from the data, not the vendor list. Three questions settle most shortlists:

  • Where can the data go? If the answer is "EU only" or "under a DPA we control", half the list drops out. Ask for the certification, the DPA template and the location of the annotators, not a compliance badge on a website.
  • How will quality be measured? Ask every vendor to run the same 200-item pilot against your guideline and to report inter-annotator agreement and accuracy against your gold set per class. Research on ten widely used benchmark datasets found at least 3.3% of labels wrong; the pilot tells you who will add to that number.
  • Platform or service? If you have ML-ops capacity and want to own the tooling, a platform with optional workforce is cheaper over time. If you want labelled data delivered with QA reports, a managed service removes a hiring problem.

Our buyer's guide to choosing a data annotation company goes through the full checklist, and our vendor comparison covers more names.

How DataVLab fits in, and when it does not

DataVLab is a managed data annotation service for AI teams in regulated industries: healthcare, manufacturing, mobility, finance, agriculture and public sector. We combine custom annotation tooling with automated pre-annotation where it helps and expert human validation on every batch. ISO/IEC 27001 certified, GDPR- and HIPAA-compliant, with EU-only annotators when data cannot leave Europe, and every project starts with a written guideline and a paid pilot on your real data.

Where we are a good fit: projects where label quality is measured and audited (IoU and inter-annotator agreement per class, QA reports delivered with the files), sensitive data that needs EU-based handling, and specialist domains such as medical imaging, LiDAR and 3D or regulated documents. Where we are not: if you need a self-serve platform with no human services, a crowd of hundreds of thousands for a one-week burst, or a US-government accredited environment, choose a vendor that holds the relevant accreditation. Our pricing guide explains how we quote.

Frequently asked questions

What is Scale AI best suited for?

Very large programmes, particularly LLM training and evaluation data and autonomous-vehicle perception, where its contributor network and tooling are built for scale. Whether it fits your project depends on size, data-residency requirements and your own vendor policies; a shared pilot is the fairest way to compare.

What is the cheapest Scale AI alternative?

Crowd marketplaces and programmatic labelling are cheapest per label, but only for tasks where errors are cheap. For specialist or regulated data, the cheapest option is the one that gets labels right the first time; rework and retraining cost more than the labelling. See our pricing guide for the cost drivers.

Which alternatives are based in Europe?

DataVLab and Kili Technology are based in the EU; several other vendors offer EU-based teams on request. Ask specifically where the annotators sit and under which entity the DPA is signed.

Can a smaller vendor handle a large programme?

Usually yes for programmes in the hundreds of thousands of items per year, if the vendor runs a pilot first and scales in stages. Ask for throughput figures from the pilot rather than headcount claims.

Next step

If your project involves sensitive or specialist data and you want labels you can audit, send us a sample. We will scope a paid pilot on your real data and report quality per class before you commit volume.

Are Mechanical Turk and SageMaker Ground Truth still available?

Mechanical Turk closed to new requesters on 30 July 2026 and shut down on 30 September 2026. SageMaker Ground Truth and Augmented AI stopped accepting new customers on 30 July 2026 and lost the Mechanical Turk workforce option on 30 September 2026.

How should I compare Scale AI alternatives?

Run the same 200-item pilot with each shortlisted vendor against your guideline, and ask for inter-annotator agreement and gold-set accuracy per class, plus the DPA and annotator locations.
